Overview

T. Edward Icenogle’s legal practice has, for decades, served governments, communities, and infrastructure developers, providing solutions for infrastructure needs and infrastructure financing challenges.

Mr. Icenogle consults with firm attorneys with principal responsibility for public and private sector clients in the establishment of regional and local governments which can provide infrastructure and public services solutions. Those governments include special districts and regional authorities. He assists with both traditional legal services and more recent innovations, such as public/private partnerships and monetization of public assets. He has worked with a number of regional authorities, comprising multiple municipalities and counties, and a considerable number of special districts. He is experienced in public works contracting, including traditional and alternative delivery systems for transportation (both roads and transit), water, sewer, and other infrastructure.

Mr. Icenogle received his Juris Doctorate from the University of Nebraska in 1977 and his Bachelor of Arts degree from Nebraska in 1975. He is admitted to practice law in the state and federal courts of Colorado, as well as the Supreme Court of the United States. A trial lawyer from 1978 to 1989, he has since served exclusively as counsel to state, regional, and local governments and as special counsel to communities and land developers.
